There is no free grant money given in Australia, even if you are eligible for government funding. Grants are typically free to apply for. However, they are not free money because you must meet their eligibility terms to be considered, and you must use the money for the reason it was intended to be used if awarded a grant. Grant money does not need to be paid back, however. Only one applicant for each grant will be given funds, because in order to get a grant you must write a proposal. The winning proposal is chosen, and the writer of it is the winner of the grant.
